2nd Workshop on Development of Draft Legislation (By Law) for monitoring, control and management of Invasive Alien Species in Turkey

In the scope of “Addressing of Invasive Alien Species Threats in Terrestrial Areas and Inland Waters Project in Turkey” funded under financial assistance  Instrument for Pre-Accession Assistance (IPA II), and implemented by the Ministry of Agriculture and Forestry, the 2nd workshop on Development of Draft Legislation (By Law) for monitoring, control and management of Invasive Alien Species in Turkey was held on 31 March 2021 with the participation and opening speeches of 

Mr. Bülent ÜNCÜ, General Director of European Union and Foreign Relations of the Ministry of Environment and Urbanization, and Mr. Muhammed ÇOLAK, Deputy Head of the Department of Sensitive Areas of DG NCNP of the Ministry of Agriculture and Forestry.

The workshop was conducted in Hybrid format. In total 55 participants including the beneficiary of the project; the Ministry of Agriculture and Forestry, General Directorate of Nature Conservation and National Parks, the Project Contracting authority Ministry of Environment and Urbanization, General Directorate of EU and Foreign Relations and related the stakeholders, representatives of public institutions, academicians, representatives of non-governmental organizations together with the participants joining the meeting via zoom. 

Within the scope of the 2nd workshop on Development of Draft Legislation (By Law) for monitoring, control and management of Invasive Alien Species in Turkey, the Draft Legislation (By Law) for monitoring, control and management of Invasive Alien Species in Turkey for monitoring, control and management of IAS in Turkey, prepared by Prof. Dr. Süheyla Suzan Gökalp Alıca, DAI Human Dynamics Legal, in line with the European Parliament (EU) No 1143/2014 of 22 October 2014 on prevention and management of the introduction and spread of invasive alien species, which was first presented in the 1st workshop, was be further studied and discussed.


The conclusion of the workshop could be summarized as follows:

  • Each public institution has been re-asked to discuss the articles of the Draft Legislation (By Law) and give their opinion within the scope of their powers and duties. In line with these opinions, the Draft Legislation (By Law) will be reviewed again and sent to the relevant public institutions for opinion.
  • At the end of the workshop, it was stated that all presentations will be shared with the participants through the project website.
