Development of Draft Legislation (By Law) for monitoring, control and management of Invasive Alien Species in Turkey

In the scope of “Addressing of Invasive Alien Species Threats in Terrestrial Areas and Inland Waters Project in Turkey” funded under the Instrument for Pre-Accession Assistance (IPA II) between Republic of Turkey and European Union, and implemented by the Ministry of Agriculture and Forestry, a two day workshop on Development of Draft Legislation (By Law) for monitoring, control and management of Invasive Alien Species in Turkey was held between the dates of 4 – 5 March 2021. 

More than 80 participants from different regional directorates of the General Directorate of Nature Conservation and National Parks within the Ministry of Agriculture and Forestry, officials of the directorates of Stakeholder Ministries, Academicians and NGO Representatives, guest speaker from Turkey and European Union member countries and project experts participated to the workshop.

The Draft Legislation (By Law) for monitoring, control and management of IAS in Turkey prepared by Prof. Dr. Süheyla Suzan Gökalp Alıca, DAI Human Dynamics Legal Expert was presented during the workshop and discussions were carried out in this respect. The Draft Legislation has been prepared in line with the EU Regulation No 1143/2014, and is outlining the measures and procedures regarding invasive alien species entry, transport and spread in the country in order to prevent the adverse social and economic impacts and health problems invasive alien species may cause on biodiversity and related ecosystem services. Furthermore, Guest speakers from Turkey, and international guest speakers from Finland, Croatia and other EU member countries shared information on their respective countries Legislations prepared in line with the EU Regulation No 1143/2014 and showcased their relevant experience and practice in this respect.

The conclusion of the workshop is summarized as follows:

  • Each public institution has been asked to discuss the articles of the Draft Legislation (By Law) and give their opinion within the scope of their powers and duties. In line with these opinions, the Draft Legislation (By Law) will be reviewed and sent to the relevant public institutions for opinion.
  • At the end of the workshop, it was stated that all presentations will be shared with the participants through the project website.
